URMMA is governed by a Board of Directors consisting of one representative from each member city.
A Board Chairman, Vice Chairman, and an Executive Committee of nine individuals are elected from the Board to provide general policy guidance. The day to day operations are managed by the Chief Executive Officer who reports to the Executive Committee.
Standing Committees with members selected from the Board and professionals from the member cities provide guidance in the areas of claims, education and coverage.
URMMA members are divided into groups based on population to better meet the needs of the communities. The following Utah municipalities are members of URMMA:
