Kimberly began her speaking career after her daughters, Jessica and Kelli Uhl, where killed by a speeding Illinois State Trooper when he lost control of the vehicle and crossed the median, driving into the girls’ car and killing them instantly.
Her presentation covers the events of the day Jessica and Kelli were killed, the subsequent investigation and the emotional toll on her and her family, in hopes that her story can impact officers on a personal level and remind them of the tragic yet avoidable consequences of unnecessary high speed during pursuits and responses.
Kim has dedicated herself to talking about her daughters and the circumstances of their deaths in an effort to prevent this tragedy from happening to other families. Her story is compelling and poignant, and has been well received by thousands of officers.
Sgt. Samuel Winkler has been a police officer for 21 years – the last 19 years with South Jordan Police Department – where he currently oversees the Special Services Division – including the traffic division – and received a bachelor’s degree from Weber State University in Criminal Justice graduating Magna Cum Laude.
Sgt. Winkler has been an accident reconstructionist since 2005 and has received specialized training in the field of commercial vehicle enforcement, child passenger safety seats, roadway safety audits, car/train crash investigations, among other traffic safety related topics. In addition to his normal assignment, Sgt. Winkler teaches radar and lidar enforcement, basic accident investigation, and instructor development for POST.
