David Petersen is the Executive Director. Prior to coming to URMA, Dave was the Managing Director of the Risk Management, Safety and Compliance Department at Brigham Young University. Previous to BYU Dave spent over twenty years in public safety risk management. He has extensive experience in risk assessment, analysis, control, finance, claims and litigation management, loss control programs and commercial insurance administration in both the public and private sectors. David holds degrees in Public Administration, Political Science and Criminal Justice from the California State University and Colleges System, a professional certificate in Risk Management from the University of California and a Management certificate from the University of Utah.
My name is Jason Davis. I am the Loss Control Manager for URMA. I’m responsible for implementing URMA’s Inspection Program, providing training opportunities, and working closely with each Member City on mitigating risk and exposure to liability. I have extensive experience in different areas of risk management, insurance, teaching, management, and business development. I’ve been involved in Martial Arts for 34 years and have owned and operated my own Martial Arts Studio for the last 14½ years. Prior to joining URMA, I was involved as a manager with title insurance and escrow closings for Invictus/Guardian Law and several title companies for 12½ years, was successful in mortgage banking and mortgage origination for 7½ years, and worked with an international CPA firm in business development with China for 2 years. I look forward to assisting our members with any needs they may have.
My name is Elizabeth Christensen. I joined URMA in 2015 as the Treasurer. With an extensive financial background, I bring 25 years of business management, payroll, HR, accounting and clerical experience to the team. I calculate annual premiums, handle day-to-day financials and am the administrator of the Auto Physical Damage Program. I am happy to assist you in any way that I can.
Ann joined URMA in 2019, and comes to us with a law enforcement background, having retired as an officer with Provo City Police Department. Ann will handle claims set-up, document additions, COLCs, and assist Elizabeth with Auto Physical Damage, minutes for Board Meetings, registration for URMA events and training, and – as soon as she gets trained – the URMA website. Ann looks forward to serving you!

URMA’s Contracted Service Providers
My name is Libby Lowther of Lowther and Associates. I have handled claims and litigation for URMA since September of 2014 as their contracted Claims and Litigation Manager. I have investigated and handled multiple types of claims throughout Utah, working for the insurance industry, self-insured corporations and governmental entities for over 40 years. In addition, I worked with defense counsel and managed litigation on cases for many Utah governmental entities.
I work closely with URMA Members to handle their claims. I also work with defense counsel and manage litigation on cases. My services are available at no additional charge to URMA Members.
I graduated from Southern Utah University with Bachelor of Science Degrees in both Accounting and Business Management. After graduating from Southern Utah University, I obtained a Master’s Degree in Public Administration from Brigham Young University.
I’ve spent over thirty years in governmental accounting. I started my career with the City of West Jordan where I worked for nineteen years. Thirteen of those years were spent serving as the Finance Director.
I started my own accounting business in 1988. I currently provide accounting services to three cities, two inter-local agencies and three special service districts.
I provide general financial services for URMA as a whole. My accounting services include monthly reconciliations, annual budgets, financial reports for board meetings and year end closing entries for the annual audit. I also provide state compliance on reporting and transparency reporting.
I have spent the last year and a half working with URMA and have enjoyed it very much. The staff has been great to work with. They make a great team and provide great service to their members.
