David is the Executive Director. Prior to coming to URMA, Dave was the Managing Director of the Risk Management, Safety and Compliance Department at Brigham Young University. Previous to BYU Dave spent over twenty years in public safety risk management. He has extensive experience in risk assessment, analysis, control, finance, claims and litigation management, loss control programs and commercial insurance administration in both the public and private sectors. David holds degrees in Public Administration, Political Science and Criminal Justice from the California State University and Colleges System, a professional certificate in Risk Management from the University of California and a Management certificate from the University of Utah.
Jason is the Loss Control Manager for URMA. He is responsible for implementing URMA’s Inspection Program, providing training opportunities, and working closely with each Member City on mitigating risk and exposure to liability. He has extensive experience in different areas of risk management, insurance, teaching, management, and business development. He has been involved in Martial Arts for 34 years and has owned and operated his own Martial Arts Studio for the last 14½ years. Prior to joining URMA, Jason was involved as a manager with title insurance and escrow closings for Invictus/Guardian Law and several title companies for 12½ years, was successful in mortgage banking and mortgage origination for 7½ years, and worked with an international CPA firm in business development with China for 2 years. Jason looks forward to assisting our members with any needs they may have.
Jordan started working at URMA in June 2021 as a Senior Risk Analyst. He will be involved in leading the implementation of a new risk management information system and data analysis projects. He has experience in the engineering and construction industry and has since joined after completing his Master of Business Administration from Brigham Young University. Jordan looks forward to serving you!
Elizabeth joined URMA in 2015 as the Treasurer. With an extensive financial background, she brings 25 years of business management, payroll, HR, accounting and clerical experience to the team. She calculates annual premiums, handle day-to-day financials and am the administrator of the Auto Physical Damage Program. Elizabeth is happy to assist you in any way that she can.
Ann joined URMA in 2019, and comes to us with a law enforcement background, having retired as an officer with Provo City Police Department. Ann will handle claims set-up, document additions, COCs, and assist Elizabeth with Auto Physical Damage, and minutes for Board Meetings. Ann looks forward to serving you!
Shianne and Katelyn provide support for all of URMA operations, handle document additions, COCs, registration for URMA events and trainings, and the URMA website. Shianne and Katelyn look forward to serving you!
URMA’s Contracted Service Providers
Libby Lowther of Lowther and Associates is the contracted Claims and Litigation Manager for URMA. She has handled claims and litigation for URMA since September of 2014. Libby has investigated and handled multiple types of claims throughout Utah, working for the insurance industry, self-insured corporations and governmental entities for over 40 years. In addition, she worked with defense counsel and managed litigation on cases for many Utah governmental entities.
Libby works closely with URMA Members to handle their claims. She also works with defense counsel and manage litigation on cases. Her services are available at no additional charge to URMA Members.
Dave graduated from Southern Utah University with Bachelor of Science Degrees in both Accounting and Business Management. After graduating from Southern Utah University, he obtained a Master’s Degree in Public Administration from Brigham Young University.
He has spent over thirty years in governmental accounting, starting his career with the City of West Jordan where he worked for nineteen years. Thirteen of those years were spent serving as the Finance Director.
Dave started his own accounting business in 1988. He currently provides accounting services to three cities, two inter-local agencies and three special service districts.
He provides general financial services for URMA as a whole. His accounting services include monthly reconciliations, annual budgets, financial reports for board meetings and year end closing entries for the annual audit. Dave also provides state compliance on reporting and transparency reporting. Dave enjoys working with URMA.
